Can't filter map image service after upgrade to 11.0

We recently upgraded our server from 10.9.1 to 11.0.  After the upgrade, the filtering of layers in the maps in our dashboards stopped working.  This was a problem in 10.8, was fixed in 10.9, and has been reintroduced in 11.0.  As the symbology options for feature services are very restrictive, we do require the use of map image services for many of our maps.

We have found a possible workaround.  Rather than adding the entire map image service to a web map by browsing the layers in our portal, we add the individual parts of the  service by URL.  You can get the URL by opening the REST services directory for that service and clicking on each layer in that service.  Your URL will end with something like this: /MapServer/0.  In the case below, there are four layers to add.  Once added, you can filter map image services in your map.

This is definitely a new (or reintroduced) issue, but for now this workaround will keep our dashboards functioning.

Adding on to this, you are supposed to be able to filter map image services.  ESRI noticed there was a bug preventing this from working in AGOL and fixed it there but hasn't fixed it in Enterprise.

Enterprise bug number: BUG-000151969

The fix likely won't make it to Enterprise until March 2023 unless we can get ESRI to perform a hotfix.  If this functionality is important to you, please contact support to add yourself to the Enterprise bug.

I have found that adding via REST endpoint is always the safest way to add layers for the NEW map viewer and Dashboards, Experience Builder.  I have had similar issues to yours with other dashboard functionality in 10.9.1, particular when adding group layers to a map.

It turns out our workaround was short lived.  This does indeed allow you to filter the layers, but it is because they are rendered as feature services.  This reimposes the restrictive symbology that we were trying to avoid and renders this workaround unusable.
