Actions based on Map Selection Issues

Is anyone having issues with the Filter Action when the selection for the Map widget changes? I want to filter a list when I select a feature in my map. I set my source and Target fields and the list does not filter. I have seen this work before and it will randomly stops working. I have tried the Filter action under Map selection for a selector as well, and it seems to work sometimes, not all the time. 

Lastly, I obviously have a map widget and I want to flash, pan, zoom in the map when I change my selection in a list. When I go under Actions for my list, there is no option for Flash, Pan or Zoom in my map. All I can do is filter my map.

UPDATE: 

When you have popups configured in your map widget, the filter Map action does not work. Im not sure if this is a bug or what but is seems odd that we can't have popups and a list filter action in the map.
