When you share a web map to a group you receive a notification of layers that have a different sharing method, and it gives you the option to update them to make sure they are visible for all users of the map.
This should be included for Operations Dashboards! Especially for more complex dashboards with multiple layers I definitely find there are times where I will forget to update layers and then have users come back to me saying the data isn't loading.
