Dashboard sharing level set to everyone but is still not accessible outside of my organization

I recently made a dashboard to be used for general public access (those without an ESRI account). The sharing level has been set to Everyone (public) and has been for several days now. When I try to view to dashboard and am not logged into my account or when someone outside of my organization tries to open it, the dashboard is not accessible and the used is prompted to log in. Any ideas what is going wrong?

Hi,

Sharing the dashboard doesn't update the sharing on the webmaps and web services within the dashboard, so I would check those items to make sure they have also been made accessible to everyone! This is a common issue when sharing a web application publicly, so could be what's going on here.
