Collector for Android - Can't Download Maps - Forbidden

Hello, 

I am attempting to download a map using collector for android. I get the following error message: 

The Map 'Map Name' failed to download with the message: Forbidden. 

Notes:

- This happened before upgrading to 18.0.1 and still occurs after upgrading

- All Features/Tiles are hosted on AGOL

- I am able to download the same maps on IOS without issues

- I have been able to download these maps on Android before 

- It Happens to multiple maps which leads me to believe there is something going on with the tile package that is common between the maps

- I removed the TPK and it seems to work but the TPK is pretty critical for my field workers.
