We've published a deprecation notice that ArcGIS Collector on the Windows platform is retiring on Oct 1st, 2024. (ArcGIS Collector on the Android and iOS platforms retired in 2021.) Upon retirement, Esri will discontinue technical support and Collector will be removed from the Microsoft store.
Collector is replaced by ArcGIS Field Maps.
Esri recommends that customers migrate to ArcGIS Field Maps on either Android or iOS. There are no plans to build a native app on Windows at this time.

There are alternative ArcGIS applications which are available on the Windows’s platform including ArcGIS Pro, ArcGIS Survey123, ArcGIS QuickCapture, and ArcGIS Earth, as well as ArcGIS web applications including but not limited to ArcGIS Experience Builder, ArcGIS Instant Apps, and ArcGIS Web Editor.
