Navigation tool not working properly

I have created a silverlight appliction which uses a tiled map and a Silverlight 3.2 navigation tool.There are 5 levels in the tiled map but on silverlight application when i use navigation tool,it shows 9 levels.Can someone help me to solve out this issue??
