Display all Records

i have these service:

Expr_Operational (MapServer)

it work very welll iused in sliverlight appliction with arcmap control

but the problem it dose not display all records on the database

can any one help me and tell me the reason

Have you checked the MaxRecordCount in the service?  I believe it defaults to a 1000.
