How can I prevent jsapi map from panning beyond the basemap's northern or southern extent? I want to 'lock' the vertical pan so no white space can show above or below the basemap (e.g. arcgis 'streets' basemap).
At any scale or level, I do not want my users to see beyond the northern or southern edge-of-the-world!
