Port Closed - Dojo List - Error

Hey

I randomly run this into error, I might not see it for a day or two and then get it 20 times in one hour: 
Has anyone else ran into it or know what causes it?  Is there a way to capture it and handle it before it causes issues?  Could it be an issue with Angular 9?
