Licensing / Terms and Conditions

Folks,

I would like to use ArcGIS JavaScript API for research purposes and would like to build an app using ArcGIS for DOE. Do I need to purchase a license?

I read the terms and conditions page but it conflicts with API's front page where it says it is free. We are not selling this App.

Please help.
