Esri created a new extension specifically for engineers in the electric, gas, water, sewer, and stormwater industries. It's called the ArcGIS Utility Network Management Extension and it's designed to improve the way you deliver, manage, and analyze your data.

Where can you download this or access it from for implementation?

Hi Brett Heist , 

I assume that you will be able to download the ArcGIS Utility Network Management Extension directly from my.esri in case you are entitled to use it. In case of an ELA you should have access to it at no additional cost. In case you do not have an ELA you will have to buy the extension for Enterprise (so you will need to have Enterprise to start with). As far as I understand the price for non ELA customers is not available yet.
