Unable to remove scene layer from legend and turn off pop-ups for world imagery in scene viewer (AGO)

I am created a scene viewer that contains a BIM, basic 3D buildings and the World Imagery (clarity) imagery.  For some reason I don't see the option to:

1. remove the BIM from the legend (its in the building explorer, it isn't needed in the legend )

2. turn off pop-ups for the imagery 

See screen shots below of layer properties....is there something I am missing here?
