I have a building with the floors -2, -1, 0, 1, 2, ....5.  Where =< 0 is above ground and <0 is below ground.

1. Is it possible to view through the terrain to view underground floors with the inbuild WorldElevation 3d Surface.

2. Or do I need a own created surface  that is draped with a raster wich I can change to transparent ?

Hi!

The world elevation 3D surface doesn't have any opacity settings because it is textured by your basemap. The 2D layers in the scene are draped over the 3D surface, so by adjusting the opacity of your 2D basemap layers (e.g. imagery or world topographic map + world hillshade, for instance) you will be able to see through to the underground assets.
