      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Hi Kerry,&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I had this same issue as well. Turns out it has to do w/ the tool you're trying to use getting "forced to the background" or something like that... that was the explanation I found. To bring your current tool forward, press "ctrl" + "shift." You should see your cursor switch from what it is stuck on, to the tool you currently have selected. It may not be an indefinite fix, but I hope it helps!&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
