      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;An xml of the Local Government Data model says there is a feature called wLeaks but when I download the LGIM goedatabase I cannot &lt;BR /&gt;find the water leaks feature. What am I missing? I also looked under the ESRI download page under water utilities and found a leak investigator zip file, but I am unable to download it. Any help would be appreciated.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

Why would I not want to keep it in the wWaterDistribution&lt;BR /&gt;feature dataset?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
