Water Distribution System Foundation failed deployment

I have been unable to deploy the Water Distribution System Foundation solution to an AGO organization (tested against my dev organization as well as a proper organization).

In each case I get the attached error with a "Failed to create Feature Service Water Service ARea: 'spatialReference' " error.

the box Use Existing Items in Organization is unchecked, I am an organization admin in both organizations. Any ideas? All I want to do is get the schema for this package to understand how it is set up but it doesn't seem to be available for download anywhere.

Grant,

What version of ArcGIS Pro and the Solution Deployment Tool do you have? (To view the version of the Solution Deployment Tool go to the Project tab and then to Add-In Manager. Also, you said you have none of the Solution Deployment options checked, is that correct?

I updated to 2.4 and downloaded a new copy of the tools and was able to publish the solution.
