Data Load Setup for Water Utilities Template

I recently downloaded the Water Utilities Template (9.3) and was watching the video for loading data and setting spatial settings (http://resources.arcgis.com/gallery/video/water-utilities/details?entryID=BF6C4669-1422-2418-3431-19AD208E1E55). The video says that there should be data loading tools that came with the template, but I don't see them anywhere. Am I missing something?

I'm trying to set the project the sample gdb that came with the template. Can I do a batch project (Data Management?)
