I had a sample dataset from one of the users with the same error , and moving the DEM from inside the geodatabase to outside to a folder location fixed the issue. The DEM was deleted from the geodatabase. It seems that the GIS Data Exchange is not able to export the geodatabase to a XML file if there is a DEM contained in it. I am investigating.
