    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I have had the same issue. I have uninstalled and re-installed ArcGIS and I still have the problem. I've also taken my computer to Geek Squad and the only thing they could suggest was to reboot Windows, which I'm not going to do. I think it must be a compatibility issue between Windows 8.1 and ArcGIS 10.2...&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I am having problem downloading data using NWIS tool. I am getting an error showing :&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Run-time error '339':&lt;/P&gt;&lt;P&gt;Component 'comdlg32.ocx' or one of its dependencies not correctly registered: a file is missing or invalid.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;I am using the NWIS.dll that is available in the web source. I am wondering is this a windows issue or ArcHydro tool issue ?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
