How to do flood Hazard modeling (for River & flash floods) based Arc gis & HEC modeling platforms?

hi everyone!

i am about to prepare the flood hazard maps based on river & flash floods (area about 30 Sq Km) , to do so, i am preparing the hydro models based on number of platform (Arc hydro, Hec-Ras, Hec-Hms), & i am seeking well arranged procedures (models) to get reliable flood hazard maps, & recently read about " Stream WSE From Point Measurements &Flood From Stream WSE", anyone please help me on this matter.
