topic Looking for NOAA Raster Navigational Charts (RNCs) in Transportation Questions

I've searched high and low for a good quality NOAA nav chart basemap for some figures I'm making. I have tried everything from Chart Navigator Pro to an ArcGIS Online basemap which exists. Chart Navigator pro doesn't seem to integrate well with ArcGIS, so i'm essentially opening the .BSB/.KAP files which I need directly into ArcMap 10. These look just ok, but when I export them as pdfs, they look terrible unless the resolution is cranked up to around 500 or 600, which makes the files massive. If I try to optimize these pdfs, the compression kills the quality.

The ArcGIS Online basemap was added on 8/22/2011 by NOAA_CMSP. I've found that it does help in certain areas, but depending on the scale, it will display an entirely different chart than the one I need and I seem to have no control over this (like the different scales for topos). Exports are still fairly large and pixelated with this route too.

I'd love to hear any suggestions you good people may have. Thanks!
~Carlisle
