topic How do you calculate distance of flowlines above multiple sets of points? in State & Local Government Questions

To clarify what I am doing is trying to capture habitat amounts upstream of culverts on flowlines. Currently have a couple hundred culverts across the forest that I am trying to measure upstream habitat from each culvert to get a priority order of replacement. Also if I have multiple streams above a culvert in different drainages I would want these to be added together. The other thing I thought might trip up this task is the idea that I may have multiple culverts on the same flowline. I have tried various things like trying to do watersheds and that has not afforded me the answers. If any one has any ideas about this it would be greatly appreciated.

I have attached a diagram of what I am trying to achieve visually.

Admins please move if posted in the wrong area. Thank you.
