I configured the downloaded application, and after completing the instructions opend it with ArcGIS Viewer which needed to "upgrade" the applicatin. Upon configuring some of my other layers I wanted included as operational layers, I noticed that after entering a couple test plans not all the layers would show up. For example after creating a test plan with Open Space, Mixed Use, Low Density ... etc I reopened the plan and only&nbsp; Open Space polygons show up. I looked at the operational settings and they all looked the same. I moved the Open Space down the list and Previewed the application and Open space was now not showing up but nor was any other portion of the plan.
