topic Automated Generate Id - Sequence vs. Object Id in State & Local Government Questions

I am curious about the pros and cons or reasoning for how the demo Local Gov geodatabase is setup in regard to generating id's for feature classes. I notice that in the demo dataset the generate id for Road Centerline is set to use the dynamic value/generate id combination to populate CENTERLINEID whereas the Facility Site Polygon is set to use dynamic value with an expression that is pulling the object id into the FACILITYID. What should dictate which is the better way or best practice?

Since I have been migrating to Local Gov Model I have been curious about this especially in an instance where I may have records related to features by an ID. When and if a feature were to be split (because a new road or sewerline is added) and a new ID generated for one of the two features it seems that I would then lose the link between the related record and the full original feature.
