parcel fabric process

hi,
i'm not understand the method of construct from parent that was show to me. may i know what is the function of this procedure if i want to make adjustment for the parcel fabric?
is that it were one of the procedure that i need to go through before making adjustment of my parcels. below are some of figure that process that i'm not understand. can someone help me.

To make an adjustment in parcel fabric, I find it easier to "unjoin" the parcel and then "rejoin" using the "move a point in join parcel" on the join dialog. If you can hold out until 10.1 to be released around the beginning of June 2012, there's a tool that does a similar function called "Transform parcels."

is that mean i need to add new parcel to may existing parcel? i don't have any new parcel for the existing parcel.
actually i need to obtain new coordinate from the least square adjustment method in arcgis by using the given lot parcel i have. do you have any idea?
my problem is i can't connect the control point to parcel point. i'm using tool 'match a control point to a point'. but after i matched, there's no line shows between the control point and parcel point.so i'm not sure wheter it is connected or not.
