Edit parcels to eliminate overlays

I have a parcel fabric layer that has an overlay. I would like to select the right of way and adjust it to the control point. I dont want to construct a new parcel (right of way) to do so. How can I modify the right of way to adjust to the control point.

Is the "overlay" layer, or ROW a feature in a standalone feature class?

If so, you can use the "align-to-shape" tool to move it over (setting the Fabric as the feature to align-to-shape).

To use COTS editing/geoprocessing tools to perform this conflation, I would recommend the following tools (and these may be useful to use when simply loading parcels to the Parcel Maintenance Solution).

Manual Adjustment - tools are available to align parcels along (what are supposed to be) coincident boundaries.

Chris posted some great resources. I had never seen the align tool before, very neat tool.

You may also try the clip tool from the editor menu. I've had a similar workflow where I had a right of way polygon that I wanted to use to clip the parcels that overlapped it, so I selected the right of way poly then clipped the others. Sounds like your workflow may be the opposite where you want to clip the right of way to conform with the parcels. Know that when you use the clip tool you can only have one feature selected at a time and it will clip all editable polygon layers with the visibility on. For my workflows I added the Clip tool to a tool bar for ease of access.

Beza Hunegnaw‌ - check out the MapMerger conflation tool by ESEA. They have the ability to perform an exact alignment of polygon layers. Their solution is automatic. It solves just this type of problem you're having.
