    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I am so tired of having to define the fields in an fixed length ascii table for the census geographic header record in Excel.&amp;nbsp; Isn't there an easier way to do it?&amp;nbsp; Is there a tool I could save so I don't have to define it every time I want to use census data?&amp;nbsp; I have not found a way to do this with ArcGIS.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
