Neighborhood Time Step in Emerging HotSpots Tool

In the Emerging HotSpots Tool, users could use the parameter "Neighborhood Time Step" to include previous N time-step intervals in the analysis neighborhood.

My questions are :

1) If the Neighborhood Time Step is set to N, as for those observations at time step interval 1,2,...N, do they have the same neighborhoods as observations at the time interval of N+1, N+2... How does this EHSA tool deal with this situation?

2) Is there an "appropriate" range of Neighborhood Time Step?
