The answer is to use the Geoprocessing Tool Spatial Join, answer from ESRI Tech Support.

This tool can be found in ArcToolbox> Analysis Toolbox> Overlay toolset> Spatial Join. Here is some information about how the Spatial Join tool works:

Spatial Join -

http://resources.arcgis.com/en/help/main/10.2/#/Spatial_Join/00080000000q000000/

Select By Location: graphic examples -

http://resources.arcgis.com/en/help/main/10.2/index.html#//0017000000tp000000
