The esri webpage describing the function (<A class="link-titled" href="http://desktop.arcgis.com/en/arcmap/10.3/tools/coverage-toolbox/project.htm" title="http://desktop.arcgis.com/en/arcmap/10.3/tools/coverage-toolbox/project.htm">Project—Help | ArcGIS for Desktop</A>&nbsp;) inputs some kind of transformation file using a prj file extension but its not the usual proj-file that is used with shapefiles.
