Arcpy: Create Annotation & Duplicate Row

I want to create annotation via arcpy.

There are a lot of issue, first of all ESRI doesn't expose python command for converting label in annotation.

My workflow is: use a template of gdb with empty annotation created in Arcmap GUI. Then duplicate the gdb template and insert new row with cursor. In this case, even if all the fields are filled in (i.e. Status = Placed), the annotation does not appear in the map. Only Annotation created via software are displayed.

So I was thinking of using a row compiled through "Create Features" in the template and copy/update it. Unfortunately I haven't find a tool for duplicate multiple time the row.

Any suggestions?

I would use c# and arc objects to do this task.
