      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;I am experiencing performance delays in 10.3.1 - on the simplest tasks.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Loading basic tools will take minutes, with a message of "Not Responding" displayed.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;Any other reports of this issue with Desktop release?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

I've run the defrag utility with no benefit.&lt;/P&gt;&lt;P&gt;I was running 10.2 last Friday (Nov. 6, 2015) with zero issues.&lt;/P&gt;&lt;P&gt;Have you found a solution?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Thanks Curtis. I did create a new MXD as I continued to troubleshoot. Worked perfectly...except when adding Group Layers. I can duplicate 5 data layers and continue to function perfectly. If I put those same 5 layers in a Group Layer, performance becomes extremely sluggish again with/without the layers being displayed.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
