My question is about ArcPy.

It seems that PictureElement does not have a clone method. How can I clone a PictureElement then?

Thanks

As you discovered, I think that you cant using basic arcpy functions, but there are workarounds, such as:

you can replace its source

have image elements, that are located 'off the page', then in the code you can move them into the right location as required and away again when not needed.

Maybe others?
