It's just to prevent user error since displaying map tips apparently interferes with the hyperlink tool. If you really needed it, you could call &lt;/SPAN&gt;&lt;A class="jive-link-external-small" href="http://resources.arcgis.com/en/help/main/10.2/index.html#//001500000013000000" rel="nofollow" target="_blank"&gt;a DLL from a script tool&lt;/A&gt;&lt;SPAN&gt; which included the relevant ArcObjects code, but that's non-trivial to set up if you just wanted something simple.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;cheers,&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN&gt;Shaun&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
