Please, I need help with this

Build a custom tool, to use inside ArcGIS, to complete the task in Scripting Project Five. The tool should be capable of being added to a custom toolbar. It should be fully completed including directions and tool tips.
Add the tool to your ArcGIS GUI. Include a copy of the tool and a screenshot of the customized button in your altered GUI and toolbox as the deliverables.

The data files are the same as those used for Scripting Project Five (attached)

what have you read in the help files so far? good place to start... what-is-geoprocessing
what have you produced so far?

I have read all I could read but find it difficult to solve the questions, please, can you assist me with in finding solution to it?

This sounds like homework, which isn't a problem, but it's important that you mention what you've tried, what doesn't work, etc.

Anyway, sounds like you could look into a python add-in. There's a sample there that could get you started.
