Create View Layer error message: "The view layer could not be created. Try again." - BAD ADVICE

Posting this in case someone else runs into this -

My colleague shares a point feature layer, FOO Amenities to ArcGIS Enterprise 11. It has 6 sublayers
I also share a point feature layer FOO Amenities to the same enterprise. It has 1 sublayer, FOO Amenities.
My colleague creates a view layer from FOO Amenities, FOO Amenities_view.
I try to create a view layer from my feature layer FOO Amenities. Title is FOO Amenities view.

Error:

The view layer could not be created. Try again.

Trying again would of course display the same error message.

Checking the browser's console indicates that the service name already exists. One would hope that returning a better error message would be an easy fix.
