Change ownership for bulk published services - Unable to change owner

Hi folks,

I noticed I'm unable to change ownership of items (Map Image and Feature Layers) that were bulk published.

I'm trying to change ownership from one admin to another admin (both with the admin role).

Getting a generic error: Unable to change owner

IIRC, we could re-assign ownership of individual items (map image and feature layers) in 11.3. Our environment was recently upgraded to 11.5 where I'm now seeing a different behavior.

Anyone able to replicate or can test in an 11.3 environment?

Our publishers have noticed this as well since upgrading from 11.3 to 11.5. They have also had issues changing ownership of data store items associated with bulk publishing to other members of the same role.

We tried applying that 11.5 portal patch but our issues remain with not being able to change ownership of items and data stores associated with bulk publishing.

We have opened a case with Esri support.

For our situation, we found that having ownership of data store items and the associated layers published from it being under different users was problematic. While it worked previously, it is not supported at 11.5. This left us unable to change ownership for bulk published related items and in a few cases unable to sync bulk published content.

We found that we had to transfer ownership of all items from one account to the owner of the data store item. Once item ownership was in alignment, we still couldn't sync through the browser. We had to use the REST API (https://developers.arcgis.com/rest/users-groups-and-items/publish-layers/) to get the bulk publish sync to work.

After running the sync, we could then change ownership of the data store item which would then change ownership of all layers bulk published from it.
