Getting Failed to obtain item from data store for given id: () error on everything

We keep getting this error " Failed to obtain item from data store for given id: ()" on all our services. We have tried every kind of way to publish we can think of. No errors on the publish. Tried from sde connections (OSA and default version), added to database section, you name it. Its all our services. Even very simple ones for testing.

Happens on our dev 11.5 and production 11.3 server. Only posts I find point to number of instances but the server has plenty of room and they all perform well. The dev server I am only one on it and still get it. Tested shared instances and dedicated multiple times. Just a simple map service, no feature. No big layers or queries. There are relationship classes in some but not all. Tried all kinds of data store connections also. They look good and again no errors at all on publish. As you see the id is blank in the error. Been going on for a long time now.

What can cause this? It is marked as Severe so we do not want to just ignore it.

@DougBrowning Did you experience any issues editing these services in Pro? I have a service that is throwing this error, and I am having issues editing the service in Pro - sometimes the edits hold and other times they don't.

No we do not edit from the service at all.

We are getting this error repeatedly as well. The BUG states version fixed 3.3.7, however, we are on 3.5.5. Any idea why we still get it? Does anyone know if we have to republish the service to clear it?

We are now getting the same message and are also on 3.5. If you find out any fixes please share, I'm not finding much besides the bug statement that says it was fixed in 3.3.7

I republished the services and the errors went away.
