Routing restrictions

Dear all,

Does anyone know how I can get an output (raster or vector) that defines the best route (least cost route) in which you can assign parameters to the component sections?

For example I want to define a path to climb a mountain by bicycle and I want the output to correspond to a route that mixes path sections with the following restrictions:

15% or more% slope the path section can´t be longer than 200 meters long
10% - 14.9% slope the path section can´t be longer than 500 mts long
5% - 9.9% slope the path section can´t be longer than 1000 meters long
0% to 4.9% of slope the path can have unlimited length,

Therefore I would like to add restrictions like after 200 meters long @ 15% slope there MUST come atleast 150 meters @ 5% slope.
