      <title>WFS and external capabilities file</title>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;SPAN&gt;Hi,&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I am trying to use a different projection than the default one (WGS 84) in ArcGIS Server 9.3.1 WFS services. The ArcGIS Desktop Help advises to use external capabilities file. I have followed exactly the process described in the ArcGIS help, but the following error message is encountered:&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;"Unable to Start service. Error (Server object instance creation failed on all SOC machines. Server Object instance creation failed on machine sdi. Custom capabilities file: Cannot read from file )"&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;The same service without External Capabilities File works.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;I have tried to save the external file in an already existing virtual directory, but the same message occurs.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Does someone have an idea?&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Thank you in advance for your answers.&lt;/SPAN&gt;&lt;BR /&gt;&lt;BR /&gt;&lt;SPAN&gt;Piotr&lt;/SPAN&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>

      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;Try to check in what coding external files are. If you are downloading it in Windows machine, the file could be saved in ANSI, but the WFS need UT-8. This has helped me with the same problem on 10.4.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
