There is no other source of geospatial content that provides the comprehensiveness of high-resolution imagery. When integrated with a modern GIS, imagery can become the foundation, capable of supporting the enumeration framework and planning and field operations. Imagery can be used in preenumeration planning to do in-office address canvassing or validate existing enumeration areas.
