rail displacement

I am trying to displace my rail way off my roads but the rail is not moving.

I am using the resolve road conflict tool and have very basic model.

The only parameter is the hierarchy value.

water hierarchy is 0 (I don't want this to move)

road hierarchy is 4

rail hierarchy is 13.

Pic 1 shows the original data before displacement

roads are not allowed on water and this had displaced correctly see pic 2

However the rail is now sitting ontop of the road but hasn't moved.

based on the hierarchy values I would expect the road to move off the water (as it does)

and then the rail to move off the road.

is it that the rail has nowhere to move to??
