Web-tier + secure service + mobile device access

We are trying to provide our emergency management folks the ability to collect password protected information in the field in case of an emergency. Currently, we have a secure ArcGIS service (10.3) configured and our organization uses web-tier authorization. We have portal installed and also have some solutions created for other (nonsecure) services created with webappbuilder. We have several flex viewers out there too.

We can't skip sever and publish to ArcGIS.com because other business practices internally need to be able to access the data on the SQL side.

I feel like I've tried everything.

Collector? Not with web-tier! Same with Arcgis.com.

The only thing that works is a webapp that i built that uses our portal site... but it only works in internet explorer and you have to log into the portal first. So unless they lug around a laptop, that's not happening.

I have this sinking feeling I'm going to have to create some horrible javascript-proxy-using-OAuth-something-something. .. and I don't know how to do that.

Any hints would be greatly appreciated.
