Resource Cluster Mapping

Hi I am looking for some support to find out how best to achieve this.

I have 150 buildings spread over an area with differing staff numbers in each. I want faily split the area into 8 and have equity in location geographical size and numbers of staff.

Any guidance on how to approach this would be appreciated as I amn a newbie at this and have got as far as generating a base map layer.
