topic Fetching data - inside which borders are coordinates? in Member Introductions

Hi everyone, I'm Angelo from Aruba. And I am looking for a way to extract/fetch metadata from another user's layer over the map of Aruba. Specifically the Central Bureau of Statistics has created a layer with Economic Zoning, each zone has a different policy and regulation for construction etc.

You can see the map with the layer at the following link:
https://www.arcgis.com/apps/webappviewer/index.html?id=38891684b5404974a15860c00a0defd6

In the upper left corner there is a search box, where you can input the coordinates e.g. 12.59937465, -70.04223917 and it will pinpoint the location on the map.

You can then click on the map / layer and a window pops up with the data about the specific zone that location is in.

I have a database with thousands of local listings that is updated every day and I would like to include zoning information as a feature to each listing to enrich the dataset.

Ideally I would like to use Python to make an API call using the coordinates as input and receiving the zoning info in return.

There is probably a straight forward way to do so, but I am struggling to get the answer on the site.
So far I pip installed arcgis and am able to initialise GIS() and view maps with IPyhton.display like described in the tutorial.

I guess my question is how can I see another user's layer and get data from that layer based on coordinates as input?

Really appreciate any help.
Thank you
