Community Basemap Templates

For a smaller community should I use the small scale template or does it matter?
Is there comprehensive documentation to use with these templates. I have seen some but cannot seem to get far?
I am wanting to get away from USGS as base map. It appears that I can use Arc products such as the street map as my basemap. I have my parcel, etc data ready to go in shp files.
I have aerials but can I use google earth products instead as they are always more up to date.

For a small community, you should use the large scale template - which can be found here:

In addition to the template, this gallery (Page 2 and onwards) also contains a number of tutorials to help aid you in the creation of your community map. The tutorials provide you with information about how to migrate the data and cache the map.
