      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;You can't make a layer that is on top of another layer go under the latter layer.&amp;nbsp; The order in the table of contents is the drawing order and it takes precedence ... you can set a transparency for the symbology of the layer on top so that you see-ish the one underneath&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
