Create Dynamic Text w/out Datadriven Pages

I am looking to create datadriven text elements without the use of data driven pages. From feature selection I hope to use a combination of a couple of field values (sp. LOT_NUM, BLOCK_NUMB) and text so that:.. "Lot No: " <LOT_NUM> etc.

Is this possible? How might that look?

What context are you looking to do this in? - for example, when a user selects a feature in ArcMap or within a geoprocessing script.

There are some options in the arcpy.mapping python module for doing this kind of thing.
