Background color changes when exporting from ArcGIS

I have a problem exporting from ArcMap to jpeg (and any other format).

On the layout the map looks fine, but when I export it to jpeg, the background changes to water color. When the water layer is turned off in TOC, the export is done fine.

Here are the screenshots from the layout and the exported image.

Any help will be highly appreciated.

Run the Repair Geometry tool, you may be having bleed through associated with the water layer

Thanks for your suggestion, Dan.

I ran the geometry repair tool with no luck, but I have found a workaround by converting the features to representations.
